Is it normal to plateau at a weight you've reached before?

I lost a fair amount of weight and reached 275lb before Covid hit. Gained it back over the past two years. I started working out again 4 months ago, and now I've been stuck at my pre-covid weight of 275lb for two weeks now. I'm still working out, lifting heavy, and watching what I eat. Is it a normal occurence to be stuck at a previous weight plateau for weeks at a time?

Additional question: Your training shoe of choice that won't give out under constant stress. Whichever shoe I get, the sole gives out in under six months.
