Advice needed as i only need to lose a bit of belly fat and don't wanna lose anything in other parts of the body

I don't really want to shrink my body and I'm currently at 171 pounds (24 years old and 5ft 8inches tall) with a calorie intake of 1630 daily as I work from home and all i want is to reduce a bit of belly fat and gain muscles in my arms.....Is it really possible to reduce body fat alone without losing any muscles and don't really want to be very lean as i prefer a medium physique with no body fat....Any suggestions about work outs and diets were appreciated....I'm currently doin jump rope and dumbbell(5kg) work outs and I've lost some fat in my belly and i now i just want to lose a little bit more
