Advice on calorie intake

So I feel like my body hasn't been at equilibrium for a long time and it's been kind of difficult figuring out where my maintenance is. To start, like two years ago I was eating somewhere around 1800-2000 calories... nothing nutritious. I had a stable weight of about 115 and had like no muscle. Then last year I was eating really poorly, around 500-1000 calories along with some walking and lost about 15lbs. In the next half of 2021 I began trying to be healthier and started weight training while eating 2000-2500 calories. I lost a few pounds at first but eventually I gained weight- a fair amount I would say is muscle. I was a leaner at this point, I had more muscle than I ever did in the past. I was around 110. My calories have been decreasing to around 1800 now. I've been getting busier with work and such while also weight training more consistently and I am a lot stronger. But I have more fat too. I'm now 116 and I know it's not a lot, but I don't have the body fat percentage I did when I was 110. I understand that your metabolism can slow down when you eat too little, but I wasn't. My calculated BMR is a bit above 1300. My Fitbit says I burn on average 2000 calories. Am I eating too little compared to what I should be and that's why I gained weight? Or should I eat less to lose weight? I've been gaining fat at the same rate, if not faster, now than I did when eating more. I know this is a lot of info and very scattered... but if anyone could help me figure out how to lose those couple of pounds it would be greatly appreciated.

I'm a female, 5'6, and 116lbs.
